The Study Of Evolvement Of CPC’s Ruling Institutional Resource

Development of party’s Ruling resource is an important foundation for thepolitical party to seize power and consolidate the ruling position. Party’s rulingresources include many aspects, not only ideological resource, but also economicperformance resource and institutional resource. In order to seize the power for a longtime, the party should strengthen the development of ruling resource, especially thedevelopment of institutional resource. The development of the institutional resourcewill not only provide an institutional recognition and support for the political party inpower, but also promote better coordination, integration with other ruling resources.Therefore, the development of ruling party’s institutional resource is essential and cannot be ignored.The CPC’s17Fourth Plenary Session of the overall proposed the task ofstrengthening and improving Party building under the new situation, which includesfive aspects, ie ideological, organizational building, the style of building, institutionbuilding, and the building of anti-corruption. Institutional development, which gothrough to the end, is an important part of the party building. As the sole ruling partyin China, CPC’s institutional resource development means a lot to consolidate theparty’s ruling status. The development of CPC’s institutional resource will strengthenpeople’s identification to CPC, and integrate different kinds of ruling resources, which renders people realize the power of CPC by showing the effectiveness. Thedevelopment of the party’s institutional resource, not only support the party’s rulingstatus, but also contribute to the construction of the country under the rule of law.Thedevelopment of CPC’s institutional resource requires making full use of the institution,which consistent with legal state., which will provide more legal support.After clarifying the basic connotation of institutional resource andcomprehensive analysis of the theory and practice of institutional resourcedevelopment since the reform and opening up, I have summed up the experience andlessons of the CPC’s governing resource development. Then I put forward many ways to develop the institutional resource, firstly within the party and then move on to thespecific development of institutional resource when CPC’s in power. Finally, therelationship between CPC and the masses will also be considered. What is more, it’snecessary that something be done to make it coordinative between the institutionalresource and other resources, such as ideological resource, economic performanceresource and figure resource. I have chosen some typical examples to analyze thedevelopment of institutional resource, such as wenling democratic system, when itcomes to the topic. Just as grass-root practice of deliberative democracy, wenlingdemocratic system is also an example of the development of CPC’s institutionalresource. Combined with inner-party system construction and non-party systemconstruction, the comprehensive measures of CPC’s institutional resourcedevelopment will eventually provide a broader field and space for it’s evolvement of theparty’s institutional resource by coordination between institutional resource and otherresources. Thus, the CPC’s long ruling position will be maintained.
