The negotiations between the Nationalist Party of China (NPC) and the Communist Party of China (CPC) from1945to1947constituted a landmark in modern Chinese history, since the outcome determined the course of Chinese history. In the whole process, America played an important role, even serving as a dominator or controller at some moments. In the earlier period of George C. Marshall’s mediation, America presented itself as an objective mediator under the guideline of supporting the NPC and suppressing the CPC, resulting in such fruits as the issuance of an armistice decree, the commencement of a political consultative conference and the launch of a military reorganization scheme.In the latter period of the mediation, the U.S. administration bolstered its efforts to the NPC and opposed the CPC for the sake of the Cold War, marking a sharp shift in their position and losing their objectivity as a mediator. Consequently, the negotiations ended up in failure and a large-scale civil war broke out in China.Circa the conclusion of the Second World War, the global situation witnessed tremendous changes, with the U.S. and the Soviet Union becoming two superpowers that confronted each other worldwide. American foreign policy was impacted by its relations with the Soviet Union and was conscribed by the growingly intense anti-communist ideology and U.S. political&economical conditions. Its China policy and position shift in NPC-CPC negotiations were dependent on all these factors.America’s failure in its mediation efforts had a far-reaching influence upon China’s historical course, China-U.S. relations, the U.S. policy towards Asia and China’s policy towards the U.S.A study of this historical period may manifest the CPC’s efforts to safeguard the interests of the Chinese people and frustrate the U.S. efforts to bolster the NPC government, which is important for the CPC to handle the cross-strait relations and China-U.S. relations.
