The Role Of Elites In The Process Of Urbanization

Urbanization is the most important way for China to achieve modernization. The Party’s16th National Congress clearly stated "Accelerating urbanization, the rural economy flourish, gradually increasing the level of urbanization; adhere to the development of medium and small cities or towns, the road of urbanization with Chinese characteristics." The Party’s17th National Congress report again stressed "take the road of urbanization with Chinese characteristics, in accordance with the principle of urban and rural, reasonable layout, land conservation, improve function, the great and the small, to promote the coordinated development of medium and small cities and small towns."2010Central Document No. explicitly put forward the urbanization of the current and future periods advancing to grasp two key points:firstly, to small and medium-sized cities and small towns as the focus of urbanization; secondly, to meet the conditions of agricultural population into become urban residents as an important task of the urbanization. Speeding up the process of urbanization in rural areas has a very important strategic significance for the rural market, the transfer of rural surplus labor; promote rural industrial development and the further industrialization of agriculture, changes in the farmers’ way of life and so.With the development of Chinese urbanization, the role played by the rural elite in urbanization has attracted the interest and attention of the community. This article has put Changzhi Country Zhenxing New Area as a case to explore the role of rural elite in local urbanization, the effect and the problem existence, recommendations for improvement through objective analysis, in order to better promote the development of local urbanization, and to provide reference for the development of other parts of the urbanization.The main body of this paper is divided into four parts, the first part is a related discussion on urbanization, introduces achieve the standard, the definition, the connotation and evaluation index system of urbanization. The second part discusses the evolution of urbanization, the type and characteristics of the rural elite, the status of the rural elite governance in Zhenxing New Area. The third part is presented and analyzed of the problem, the first analysis of the positive role played by the rural elite in the urbanization process of the ZHENXING NEW AREA, Second explore the problems faced by the rural elite governance in urbanization in Zhenxing New Area; The fourth part is to better play the role of rural elites, and promote the development of rural urbanization, and suggestions from the rural elite, farmers, local governments, social forces.
