Study On The Countermeasures Of Improving Executive Power Of The County Government

China’s international competitive ability enhancement and the improvement ofpeople’s happiness depends on improving effectiveness of all levels of government inour country, and the core of ruling efficiency is government execution.Governmental Executive ability is vital for government. Government execution is oneof the core competitive abilities, which determines the prosperity and deterioration ofthe government and even entire country’s life. A strong or weak government executionexamines whether the government does the practical work for the people truly, whetherit has the validity, rationality, legitimacy and value existence truly. On March5th,2006,premier Wen in the4th conference of10th National People’s Congress in thegovernment work report clearly put forward to establish a sound administrativeaccountability system, improve the government executive ability and credibility. Thisis the first time the concept of “executive force” was written into the government workreport, marked the government executive ability construction to be formallyincorporated in the governing category. Then, government execution as one of theissues is to be explored in the following each session of the National People’s Congressmeeting. The issue that “How to better promote the government execution” is anevergreen enterprise, is also a great popular project. Especially in today’s globalgovernment reform tide, called for the establishment of corporate government, to avoidgovernment failure and policy failure, and improve the efficiency of the government,the construction “the least amount of cost and return, at most,” government’s bigbackground, This issue has the sense of the world.Full-text is divided into four chapters, its logical framework are as follows: thefirst chapter mainly expounds the research background, research significance, researchstatus at home and abroad, the innovation points. The second chapter basically is thegeneral theory of government execution. The first section defines the relevant conceptsof the execution of the government at the county level. The second section illustratesthe theoretical basis for the government’s executive ability is the people’s sovereigntytheory, principal-agent theory, transaction cost theory and public choice theory. Thethird section discusses the significance of the execution of the government at thecounty level ascension: Efficient and strong county government’s implementationcontributes to enhance the competence and the credibility of the Government at thecounty level. And it is conductive to promote the Government management innovation,conductive to improve government performance. Beside, it is good for regionalsustainable development, promoting the comprehensive construction of a well-offsociety.The third chapter expounds the present situation of our county government execution, including the achievement and existing problems and their causes. The firstsection introduces the county-level government executive ability construction in20years, economic and political landscape changes of surrounding county governmentinformation open,"electronic information highway network construction andaccountability systems and mechanisms, perform four key dimensions. The secondsection analyzes contradictions and problem of current County Government’sexecutive ability construction. At present, as for China’s Government execution,especially the County Government’s, there are various contradictions and problems, ofwhich the most fundamental contradictions and problems is the proliferation of publicpower. For short, Public power has not been "driving" well. Thus, Government’sauthority at the county level is difficult to be challenged. And there exists system andinstitutional “vacuum”, poor legal system, monitoring "vulnerability", value constraintfailure, offset, ethical and practical issues among the Government and its staffs. Andfrom the "filter" policy, implement direction deviation, the improper execution formthree aspects, analyzes the specific problems. The third section analyzes the cause ofthe existing problems of the current government execution at the county level in ourcountry.
