As the saying goes,food in hand, panic is away from one’s mind. Food is one ofthe most important necessities of human survival. For a country, food is the most importantstrategic materials, food shortages will not only lead to social unrest, regional conflicts, and evenlead to the disappearance of civilization. Food shortages in African countries has become a seriousinternational problem. In the process of dealing with food security and reducing national povertyrate problems, China has accumulated a wealth of experience and technique, own the right to sayabout it.In1959,China began to support food aid to African countries. As of today, it has been fiftyyears, and the history can be divided into three stages. In three stages, the ways of supporting, thescales of supporting, the focuses of supporting, and even the purposes of supporting have beenchanged greatly. The Western developed countries take the food supporting as a diplomaticweapon. They supporting food aid with strong conditionality, which differs from China. China’sfood aid in Africa is not attached to any political conditions, instead to enhance Africa’s foodproduction capacity, the ultimate goal is to promote African food security and African countrieseconomic development. China’s investment in African agriculture is accused of “enclosure offield” by some Western countries. In fact, the criticism of “neocolonialism” of China is not true.The reason why they blamed China is that they fear the cooperation between China and Africancountries would threaten their interests in Africa.In addition, multilateral channels in the current global food aid plays an important role. Foodaid from China focused on bilateral channels, China should pay more attention to use the UnitedNations World Food Program and China-Africa Cooperation Forum in the later foreign foodaiding, thereby to optimize the aid effectiveness. As the social progress and economicdevelopment, China should be a facilitator to help Africa, the food aid from China to Africa shouldkeep pace with the times. On the premise of respect the sovereignty of Africa and give fullconsideration to the actual situation of the countries. Combine “blood transfusion” emergencyfood aid with “blood type” development food aid, and gradually inclined toward the “blood”development food aid to ensure that Africa has sufficient capacity to solve their own problems.
