Chinese civil servants is a huge group, distribution in various provincialdministrative organs, according to statistics,"since2003, Central State organsemployed a total of330,000civil servants across the country. In the newly hired civilservantst,bachelor’s ratio remains above99%, which master’s graduates accounted for53%, doctoral graduates accounted for4.3%." Groups take on a lot of work of such alarge number of civil servants, the civil service directly related to the level of qualityand effectiveness of the Executive, and the interests of the people, associated witheconomic and social development..In real life, because of historical and realisticreasons, China’s civil service quality is uneven, need further improvement.From thehistorical aspect, before2005, the civil servant recruitment is not open, transparent,without forming a larger scale, the administrative personnel quality is uneven,,especially ten years "Culture Revolution" that many of the staff did not have theopportunity to enter the universities for further study, the degree is low, theknowledge structure of aging, lack of new knowledge.Some civil servants oncomputer knowledge and necessary knowledge of English are poorly understood, andsome do not speak Mandarin, lack even basic etiquette knowledge.2006"people’sRepublic of China Civil Law" the formal implementation of the subsequent, laws:hired as director, the following and other equivalent of non-leadership positionofficials, take public examinations, strict inspection, equal competition, the best wayto.Since then, civil servants recruited into the system, open, fair process, excellentstaff by virtue of their own conditions into the civil service, academic level risegenerally, also brought a fresh blood.But the government has its own requirements tocontinue learning, knowledge is constantly updated, learn, use old, never rest on ourlaurels.Visible, whether it is the original state personnel or the new2006recruitmentof civil servants, in-service education have a demand.The Chinese government personnel management system reform startin1984,after preparing legislation, decisions and officially announced, to establishand perfect the establishment, implementation, issued a "Civil Servant Law of PRC"and issued the "2010-2020years to deepen the reform of the cadre and personnelsystem program outline" six stage, the present stage our country civil servants servingeducation system mainly by competent authorities, educational institutions andsecurity support system three parts is constructed, with the economic and socialdevelopment, the existing civil servant education system cannot adapt to the newdevelopment needs, mainly displays in:1, civil servant training lack of perfect lawsand regulations, support;2civil servant training forms, a single method, the trainingcontent lag;3, lack of performance evaluation mechanism, on-the-job training and thecivil servant classification, promotion and work incentives lack of unification andcoordination.This shows our country in in-service education is lack of a long-term, dynamic learning system, continuing education means method is also a lack ofeffectiveness and innovation.Civil servant education system construction’s importanceis self-evident, civil education is the development of the times trend of the inevitablerequirement, is to deal with the increasingly serious social problem the objectiverequest, is the administrative reform and the objective requirements of thedevelopment, or the implementation of government service occupation careerdevelopment platform.Therefore, our country civil servants in-service educationsystem construction must build and perfectIn the establishment and improvement of China’s civil servants working ineducation system, can consult and draw lessons from developed country governmentfunctionary in-service education system construction experience and enlightenment,such as the United States, France, Germany, Finland and sweden.The United Stateshas always attached great importance to personnel training work, after more than ahundred years of exploration and development, the United States of America at thisstage of the civil servant training system has become the world’s most successful civilservant training system of French civil servant; in-service education and implementhuman resources development management, increase exchanges and training; Germanfor in-service education seriously very, have perfect education system, its outstandingcharacteristic is to be able to adapt to economic and social development needs,providing a variety of phase of occupation of key subject culture; Finland and Swedencivil servant training fully reflects the market characteristics, the use of scientificmanagement mode, implement performance management system of civil servants.In full consideration and draw lessons from developed country experience ofin-service education system construction under the premise, in view of our countrycivil servants serving educational system shortcoming and the insufficiency, proposedconsummates our country civil servants in-service education system relatedsuggestions:1, perfect relevant law laws and regulations;2, to establish a unifiedcomprehensive training of civil servants performance appraisal system, furtherestablish and perfect civil servant in-service education and organizational incentives,promotions dynamic mechanism;3, to explore new method of civil servants training,on-the-job education from form and content need to constantly update and improve,perfect system of civil servants in and explore the new method for on-the-job training(staff is different from not working students, training should pay attention to thecultivation of practice ability);4, to nurture the civil servant training is multivariatemain body, form the benign competition mechanism.
