| In recent years, with the deepening of reform and economic transition, the originalinterest pattern was broken, social conflicts are increasing, social management is facing manyproblems, the complaint letter and visit tide cannot stop. The complaint letter and visit systemwith Chinese characteristics on the basis of leader reception system receives the support of themasses, plays the citizen political participation, expression of interests, policy feedback effect,is the most convenient social relief that can maintain the basic social fairness and justice. Atthe same time, leader reception system solved the problems of resources excessivedecentralization, the unscientific and unreasonable institutional setup and operation, and lackof the unified coordination mechanism. To research the importance and the necessity ofleadership reception, the systematic path of seeking leader reception, can make the leaderreception system to protect and improve people’s livelihood, to meet masses’ interest demand,with the scientific construction of mechanism and system science to stimulate social vitalitymaximally, maintain the legal authority, and promote the harmonious society. Combining theobjective fact of the leader reception need institutional construction by using the developmentvision, forward-thinking, and one divides into two research methods. This paper analyzes theleader reception’s properties, focuses on the implementation method, and according to thedevelopment process and the status, it discusses on the basic theory, present situation, and thesystem improvement. The thesis is divided into four parts. The first part describes thebackground and significance of the study of leader reception system, the research findings andresearch status of the leader reception system at home and abroad, and also the ideas andresearch methods. The second part is to start from the understanding of the nature, discussesthe basic concepts, the basic issues and the motivation of leader reception, and also makes adetailed interpretation of the meaning and significance of institutional construction of leaderreception. Through the analysis of the legal and cultural background of political and socialbasis of the masses, it also discusses the need of leader reception system’s existing anddeveloping. Chapter3starts from the universality facet, relying on analyzing the serioussituation that the leader reception system is facing and the situation of the petition system, italso summarizes of leader reception system. The fourth part focuses on the problems ofleadership reception system is facing, by using the method of from theory to practice todiscuss the basis of institutional construction and the detailed approach, trying to promote thesystematic construction and the improvement of related links of leader reception system. |
