Letter and visit, as a system of political participation and right redress, plays a decisive role in the long history of China. In the long run, it bears the function of political participation, citizen aspiration expression, power supervision and right redress. So it makes the role of the society "relief valve". However, with the development of our social and economical modernization process, all sorts of social conflicts have been intensified to lead to "letter and visit climax". And, at the same time, letter and visit system has fallen into dire straits which were never happened before. What course the letter and visit system should follow? This is a significant question to the experts and scholars whether it will be reserved or abrogated.When talked about my reason to choose the letter and visit issue as my graduation thesis, I think there are two causes as follow: Firstly, the letter and visit system is in an awkward position at present, the future of it is not very clear. So I can do a lot of work on it. Secondly, when I was a legal aid volunteer in the countryside, I found out several cases about letter and visit. Hence, these arouse my great interest in the letter and visit issue.In this thesis, at first, I'm trying to introduce the basic theory of letter and visit system. Then, analyze the present situation and dire straits of letter and visit. At last, give some suggestions to how to reconstruct the letter and visit system.There are three parts in my thesis.Part one: The basic theory of letter and visit system. At first, analyze the concept of letter and visit. Retrospect the history of it. Then, nail down the function of letter and visit system.Part two: The actuality of letter and visit system. At first, introduce the legislation actuality of letter and visit system. Unscramble the Constitution Law and Letter and Visit Statute. Analyze the deficiency in legislation of letter and visit at present. Then, introduce the circulation actuality of letter and visit system.Part three: The reconstruction of letter and visit system. As the keystone of my thesis, at first, introduce the controversy of letter and visit system in domestic academia, and the use for reference of overseas correlative system. Then, give some suggestions to how to reconstruct the letter and visit system. Include legislation reconstruction, system reconstruction and correlative system reformation.
