With more than30years of reform and opening-up, China has made remarkable achievements in its economic construction. At the same time, the political reform has been promoted steadily. However, the corruption problems have troubled the Party and Government all the time. The construction of a clean government relates the Party and Government’s public images closely, and it is also critical to people’s trust in the Party and Government, the Party’s running status and so on.So how to promote the construction of the clean government? This is a crucial question in our country. On the one hand, we should analyse our practical situations to find the crux of the problems. On the other hand, we should borrow the good ideas from other countries, especially the most clean states in the world. Taking Canada as the example, with the theory of Marxist law, politics, and the method of comparative studies, documentary studies, this thesis systematically examine the National Integrity System of Canada. So in this thesis, the author mainly inspects the theoretical foundation, the mainstays, and the present systems, aiming at finding the keys of Canada’s clean government construction to guide our country’s practise. This thesis is divided into five chapters:chapter one is the introduction. In this chapter, the author briefly introduce the background, the aim and the significance of the research. The present situation of the current research and the contents of the research are dicussed in chapter one as well. Chapter two describes the theoretical foundation of Canada which mainly includes "separation of powers of checks and balances,""people’s sovereignity" and "social supervision" theory. Chapter three elaborates the mainstays in Canada which includes the parliament, administrative organs, judicial system, political parties, interest groups and medias. And it explores how these agencies work in the construction of the clean government. Chapter four studies the honest government system which covers legislatures, independent supervise organisations, and Royal Canadian Mounted Police and so on.
