Study On Public Opinion Dimension Of Public Policy

In the development of the democratic society, listening to and adopting public opinion has become an indispensable part in the process of government public policy formulation. It is necessary in principle for us to listen to public opinion if we want to promote the scientification and democratization of government public policy, to enhance the policy’s transparency and the public participation in it, and to formulate public policy which is closely related to public interests. Therefore, conforming to public opinion has become the logic starting point and the legal basis for governments to formulate public policy.Since2010, in order to make public policy which is complying with the popular will, able to respond to public demands and conforming to the interests of the common people, in order to adapt to the new situation where the social structure is profoundly changing, the pattern of interests is profoundly adjusting and the views and values are deeply transforming. And in accordance with the basic requirements of the "contacting and serving the masses, innovating the social management", combining with the pioneer for optimal activity which is carried out by the grass-roots party organizations, Nanchang municipal party committee and the municipal government have carried out the activity of "interview with national conditions at night" in Nanchang, and on the basis of this activity they have formulated the city governance policies called "the regulations on the administration of Nanchang City".Proceeding from the above perspective and background, taking the theory of governance, public policy, deliberative democracy and the new public service as the theoretical basis, this article will analyse the important position and the function of public opinion when formulating public policy, and it’s characteristics and present situation in public policy formulation in China. Taking "the regulations on the administration of Nanchang City" as an example, the article analyzes the specific practices and effectiveness in the formulation of the policy on the basis of carrying out the activity of "interview with national conditions at night". At the same time, the article also proposes the countermeasures and suggestions of constructing and improving the public opinion expression mechanism in the formulation of the government’s public policy. Thus expecting to provide some theoretical references for the government’s establishment of public policy.
