Under the background of different historical periods, although only one river between China and North Korea, Bilateral relations presented diversified situation. Late Ming and early Qing dynasties, North Korea borderer began to "violate" Eastern border areas, after Qing dynasty becoming a unified country, The northeast have been banned from crossing, banning the borders of north Korea and inside from crossing, both Qing dynasty and North Korea took severe punishment measures. After the middle of the nineteenth century, with the situation changing of Qing dynasty both at home and abroad, the Ban policy slackened. The people of North Korea facing enormous survival crisis, a lot of people acrossed the border into northeast China."Violate" made the number of North Korea proliferated. The Qing dynasty also transfer the severe banning into one policy both with strict or loose. In1880, North Koreans’s "GengChen events" happened, causing a wave of north Koreans moving to yanbian region, both Qing dynasty and North Korea also changed the previous policy. After implementating the policy called "YI MIN SHI BIAN", Established the right of competency and the reclamation areas for the Koreans with jurisdiction in yanbian area of qing dynasty, and then gradually formed the Korean agglomeration.This paper elaborates around the process from ban to release and policy changes of the two countries in the Northeast, illustrating the process of policy implementation from "GengChen events " to "YI MIN SHI BIAN" of the Qing dynasty and the setting of Trade Bureau through expounding North koreans’changing in the number and area of "Violate " with the influencing of the two countries different political environment backgrounds in different historical periods,. This paper aims at providing one powerful theory based on objective history for the formation of the Korean communities of the yanbian region, mainly through researching the changes of measures and attitude to the Korean communities in the yanbian region and the major shift in policy in different historical periods bettwen the two countries. This paper consists of introduction, main body and conclusion three parts.Chapter one is the introduction, Expounding the research purpose and significance, research status and method in this paper.Chapter two mainly elaborates the ban policy of Qing dynasty and the North Koreans "Violate", elaborated history background and purpose of the Qing dynasty’s banning in the political, economic, cultural, military four aspects and the reasons of "Violate" and the policies of the government of North Korea. Lists two typical cases of north Korea border in different periods and the disposal ways between the two countries to the "Violate"Chapter three mainly elaborated the geographical distribution and population number in yanbian area from1840to1880, Especially on the reason of expanding area from the yalu river to the tumen river and strengthening measures By Qing dynasty in Tumen areas. This chapter discusses the reasons and the process of "Gengchen event" by elaborating the strengthening on ban policy of the yanbian region and the policy to "Violate" taked by the two countries during this periodChapter four mainly elaborates distribution changes of the north Korean reclamation people moved into northeast after the "GengChen event" around1880and the reason of lifting the ban policy and implement at ing the policy of "YI MIN SHI BIAN" of Qing dynasty and the establishment of LONGYU trade administration and institutions function, illustrating the establishment of trade administration and the setting of the "four fort thirty-nine club". This chapter mainly discusses the policy to north Korean reclamation people taked by the two countries.Chapter five is conclusion part, summarized the policy changes to the "Violate" North Koreans made by the two countries, Discusses the the purpose and significance of the researching of policy change by the two countries in yanbian area.
