Analysis And Countermeasures Of The Problem Of Petition Accumulation In N District Of Chongqing

Petition is an important work of the party and government.Since the birth of self-confidence visits,letters and visits have the functions of collecting social conditions and public opinions,political supervision and rights relief.Letters and visits play a very important role in resolving social contradictions and maintaining social stability.General Secretary Xi Jinping attached great importance to the work of people’s letters and visits,and regarded letters and visits as a "mirror" to understand the expectations of the masses and summarize them as political gains and losses.Since the eighteen Party’s Congress,General Secretary Xi Jinping has made a series of important instructions and important discussions on strengthening and improving the work of people’s letters and visits,forming the important thought of General Secretary Xi Jinping on strengthening and improving people’s letters and visits.China’s society is in a period of highlighting all kinds of contradictions,and the field of letters and visits is facing great challenges,especially the difficulty of resolving the accumulated cases of letters and visits.In this paper,the author takes the typical petition accumulation cases in N District of Chongqing as the research object,tries to explore the background of the formation of petition accumulation cases objectively,truly reflects the state of the petitioners,and this paper attempts to analyze the accumulated cases of letters and visits and the causes of the accumulated cases.The author takes the theories of social conflict,management control,political participation and psychology as the theoretical and knowledge basis for putting forward practical countermeasures and suggestions.On the specific countermeasures,the author puts forward that in order to get out of the current dilemma of accumulating cases of letters and visits,we must strengthen the ecological construction of letters and visits,create a good legal environment,standardize the government’s administrative performance,and at the same time it is necessary to strengthen the psychological construction and behavior guidance of the petitioners.Government departments need to pay attention to the source management of social conflicts and disputes,strengthen the standardized construction of petition in N District,and resolve the accumulated petition cases through multiple channels.Through the proposal of countermeasures and suggestions,we hope to have a certain value significance in resolving the accumulated cases of letters and visits in N District,gradually realize the transformation of the general environment of letters and visits,and gradually reduce the stock of letters and visits.
