Eisenhower period is the history of foreign aid the important historical period, during his two session of eight years, Soviet hegemony with basic delimit military field confrontation line more and more concentrated in the civilian sector competition and confrontation, cannot be opened in the military field distance, the US-Soviet Cold War battlefield by military field gradually into non-military fields, the United States government transformation of cold war strategy is the most urgent, more emphasis on the struggle of non-military fields so, international economic and trade field has become a main battlefield of the cold war, both sides launched a fierce competition in international trade, foreign assistance, the Eisenhower government’s "new face" national security strategy is to meet the new international situation made the policy change. Trade and foreign aid into the United States during this period of dealing with international relations of two important tool of diplomacy and political weapon; at the same time, the Korean War, the US-Soviet Cold War battlefield from Europe to Asia, the United States of America to the Asian aid system is a full range of services to establish the Asian cold war system, therefore, this paper combines two important link the United States Security Committee declassified documents of the United States during the cold war the hegemony system--foreign aid and East-West trade control is how closely, closely connected, complementary services in the national security strategy of the United States, and as a starting point to explore the Eisenhower administration characteristics and historical influence of aid policy in Asia.The content of this paper consists of six parts, the introduction part briefly introduces the research mentality and the research status at home and abroad, the first chapter introduces the origin of American foreign aid, the second chapter introduces the origin of "China differential" problems, the third chapter and the fourth chapter analyses the "China difference don’t" problem of Eisenhower government aid policy towards Asia and plays in the decision-making process of the government role, as well as "the China differential" how to become the factors influencing the Eisenhower administration’s Asia policy, how to make its Asia policy from the historical characteristic of body distinct, the conclusion summarizes the whole thesis, and gives Asian policy of Eisenhower government a evaluation integrity.
