Public Reason In The Study Of Public Governance

Public governance is born to comply with the requirements of the times as anadministrative mode. The conditions for the realization of public governance is to makefull use of human reason, that is to use public reason fully in the process of jointgovernance. Public governance as a new administrative pattern, with the characteristicsof multiple balances of governance bodies, interaction and cooperation of the governanceprocess, regulation and procedures of the governance environments and others. As a kindof conforming to the times administrative pattern, fully reflects the postmodern eracharacter: go to the center, to authority, to priori. Public governance can form consensus,the fundamental reason lies in the use of public reason in the process of governance.Public reason is the rational source of public governance consensus, and to discuss fullyreflected in the discourse process of consultation among the plural subjects as the carrier.To ensure the effectiveness of the talks, it is necessary to correspond requirements of thediscuss environments, procedures and norms. Public governance is the joint governance.Main bodies of the joint governance to achieve common in community governance,therefore, the structure of main body, making consensus formation and main body intreatment of virtue is very important, the use of public reason is fully reflected in theaction process. In this paper, through with the traditional administrative pattern undertakescomparative study, put forward the public governance is a community of all members ofsociety practice, analyze rational paradigm of public governance: public governance isboth citizens demonstrate a rational process, but also to cultivate citizens’ rational. In thispaper, an overall analysis of the role of public reason in the public governance, concluded:public reason is the basis for widespread use of public governance.
