Without agriculture, cooperation has lost her most important areas;however, no cooperation, agriculture will lose her best work partner. China isa large agricultural country, the rural population accounts for nearly half ofthe total population. Agriculture has been one of the most important problemsin china. With the in-depth development of economic globalization andaccession to the world trade organization, China’s farmers facing doublecompetition from domestic and international, it is difficult to complete thebutt joint of agriculture of our country and the international market relying ontraditional forms of agricultural organization, economic cooperationorganization development especially the supply and marketing cooperatives,improve the organization of farmers is an inevitable choice.From the point of view of historical practice and the essential attribute ofcooperative economic organization, government is indispensable. Accordingto the experience of all countries in the world shows that, governmentbehavior constitutes the macro environment of the development ofcooperative economic organization. The guiding ideology, legal protection,the government’s policy support plays an important role in the organizationfor economic cooperation and development, establishment, growth. Therefore,to ensure the sustained and healthy development of cooperative economicorganization, there must be government intervention at the same time, clearthe government’s guiding ideology, regulate government behavior.Supply and marketing cooperatives is the earliest economic cooperationorganizations in our country was founded, is also part of the largest, has astrong representation in the cooperative economy organization system. Thispaper tries to supply and marketing cooperatives as the research sample, tostudy the behavior of government intervention in the supply and marketingcooperatives development. As everyone knows, China Federation of supplyand marketing cooperatives development experienced twists and turns, one of the main causes of failure is the government presented the deviation in theguiding ideology, policy orientation and behavior way, leading to the practiceof twist. After the reform and opening up, the government changed theguiding ideology, introduced a number of supportive policies, the supply andmarketing cooperatives have great development. But compared with othercountries, China Federation of supply and marketing cooperativesdevelopment is still at a relatively low level. The development of supply andmarketing cooperatives problem is quite much, both internal governance, andinstitutional arrangement, as well as the government’s macro-control. Theseissues are intertwined, so that to carry out effective research has certaindifficulty. Therefore, this paper selects the angle of view is the relationshipbetween the government and the economic cooperation organizationperspective, and the impact of government behavior on the role of supply andmarketing cooperatives.This paper from the theory of government and cooperative system ofsupply and marketing cooperatives, analysis of the development of Chinesehistory, current situation and existing problems in this process, thegovernment’s role in the supply and marketing cooperatives, the governmentin the development of guidelines, policy formulation, policy implementationand behavior of other aspects of analysis and research, finally draws somebasic conclusions, points out that the government behavior "dislocation","shift","vacancy", and puts forward the government pilot implementationmay fall into a blind area three blind spots. Practice at the same time, basedon the development of Inner Mongolia supply and marketing cooperatives,analyzes from two aspects of government and the supply and marketingcooperatives, the status of government behavior and development of supplyand marketing cooperatives reform in Inner Mongolia studied emphatically,the existing problems and the causes of problems; the present governmentbehavior should be positioned to guide and support, should insist to suit one’smeasures to local conditions, reasonable definition of the governmentbehavior borders and respect the wishes of farmers in principle, should adopt a clear functional positioning, variable quantity aims to enhance competitivestrategy, increasing the investment of human capital, innovation and improvethe financing mechanism, constructing the supervision system and completeway, specific government behavior should focus to provide policy, capital,revenue, project support and other related measures, through the support,development of supply and marketing cooperative guidance.
