The System Of Performance Management Construction In Basic Public Security Unites Based On BSC

As a part of government management, public security management has an indispensible impact on public service supply, people safety guaranteed and social stability. Especially in administration reform process, performance management in public security has an apparent effect. This paper, which is on the basis of research contents from domestic and foreign experts and documents, summarizes several modes of performance management in kinds of public security departments. Meanwhile the paper has the analysis about the rationality of the construction, which is in terms of some theory types on it. Depending on the research from X Special Policeman Detachment, this paper is coming to discuss the measurement on performance management of it and the problems within. Therefore, this paper determines to reconstruct the system and apply the experience for basic public security unites.Depending on the empirical study, this paper constructs the performance management system in basic public security unites. It should contains three aspects. The planning system is the most important, which makes the target and methods, as the basic. The appraisal system consists of four parts including customers, learning, internal process and finance, which is as the role of methods for the system. The response-communication system is throughout the whole process, which has the role of precaution, controlling and improving. It is the key to enhance performance management. At last, this paper will provide some better advices for practice in regard of the three systems.
