The21st century is the era of the knowledge-based economy, and the key factors inpromoting economic growth are knowledge and technology. Knowledge innovation hasbecame the cornerstone of the sustainable development of national economy, fordomestic and international practices show that the development of human resources isan important cause of economic growth. As a "multiplier" to promote the developmentof modern society, human resources which has became an important factor in thedevelopment of a country or a region is of decisive significance for economicdevelopment. China is a multinational country with56ethnic groups, the humanresources of each ethnic group constitutes a treasure trove of human resources in China.Ethnic minority talents are the key factor to promote the development of the ethnicminorities and minority areas, however, the development and training of minoritytalents are relatively backward for the historic and realistic reasons. Building a minoritytalent team of high-quality, large-scale and reasonable structure will greatly enhance thecompetitiveness and comprehensive strength of ethnic minorities and ethnic minorityareas, which is not only the key to promoting economic and social development inethnic minority areas, but also the fundamental guarantee for the modernization of theethnic minority areas.On a macroscopic standpoint to promote large-scale development of the westernregion, this dissertation develops with the background of building a moderatelyprosperous and harmonious society from the perspective of overall regional coordinateddevelopment. According to the actual situation of Rongshui Miao Autonomous County,this paper proceeds from the theory of human capital, motivation, professionaleducation and human resource management, etc. In the basis of document and strategicanalysis, the paper which includes seven parts elaborates on the subject of humanresource development of Rongshui Miao Autonomous County. Chapter one is mainlyon the significance of this article and Chapter two on the definition of correlationtheories about human resource development so as to provide theoretical basis forsubsequent chapters. The third chapter analyzes the formation and development ofhuman capital theory, which summarizes and discusses the results of related researchabroad while expounding the study of human resource development in china. Thedevelopment situation and the advantages of human resource development of Rongshui Miao Autonomous County are analyzed in the fourth part while the problems of it areillustrated in the fifth part. In the sixth chapter, according to the ongoing problems andthe current opportunity of human resource development in Rongshui Miao AutonomousCounty, the policies are discussed which can promote the quality of local humanresource and accelerate development of agriculture and rural economic. Chapter sevenis the conclusions and prospects, in which the whole work is summed and thedisadvantages as well as the further problem are pointed out.The systematic development of human resource in Rongshui Miao AutonomousCounty has an important role in the maintenance of national unity and is also conduciveto the development of the local economy. Hu Jintao solemnly brought forward in thereport at18th Party Congress that we should fully and faithfully implement the Party’spolicies concerning ethnic groups, uphold and improve the system of regional ethnicautonomy and that we should conduct intensive education about ethnic unity andprogress, speed up development of ethnic minority areas so that all ethnic groups inChina will live and develop together in harmony. The development of minority humanresource is necessary not only to the unity of all nationalities and the region politicalstability but also to the acceleration of the development for characteristic industryeconomy in ethnic minority areas. Above all, it is necessary to achieve the goal ofcultural inheritance of China’s ethnic minority. Only on this basis can China achieve theunity of all ethnic groups as well as the harmony between minority nationality area andother regions and build a harmonious socialist society with Chinese characteristics.
