Civil Service Oversight Mechanisms To Achieve Leapfrog Development In Xinjiang

Power and benefit is linked closely. Benefit comes after power. When some persons are endowed certain power, they can server for country and people or gain benefit for themselves by their source and authority.This paper includes six parts. The first part is preface stating background, significance and ways. The second part makes an introduction to supervision mechanism of civil servants and theories of its concept, connotation and content in home and abroad and reviews supervision mechanism of civil servants in every stage in both China and western countries. The third part of this paper expounds connotation of Xinjiang leapfrog development and finds its important roles in the stage of fast development of Xinjiang. Also in this part, this paper does a research on the new requirement to supervision mechanism of civil servants in Xinjiang leapfrog development. The forth part analyzes the present situation of supervision mechanism of civil servants in Xinjiang based on its achievements, effects and troubles in the new stage of Xinjiang.The fifth part makes an introduction to experience of supervision mechanism of civil servants in developed counties and what we can learn from them. The end of this paper expounds completely constructing supervision mechanism of civil servants to realize leapfrog development in Xinjiang.
