Cyber-Diplomacy’s Status And Function In The Public Diplomacy Strategy Implementation In China

The status and function of Cyber-diplomacy in Chinese public diplomacystrategy implementation is one of the important problems in modernization ofMarxism. The main writing idea of this thesis includes the following aspects: Firstly,ask questions. Our thesis first points out which aspects have been affected by theCyber-diplomacy, and which means should be adopted by the Chinese ForeignMinistry to deal with the influence introduced by internet during the implement ofdiplomatic policy. Secondly, solve the problems. Our thesis has shown that we need totreat the cyber-diplomacy from the perspective of the media theory instead ofinternational relations, and then find ways to solve the problems. Thirdly, obtain theconclusions. Chinese government should rightly regard the status and function ofCyber-diplomacy in Chinese public diplomacy strategy implementation, and then tocarry out the practice of Cyber-diplomacy in an organized and sweeping way. In thelate80s and early90s of20th century, following the fast development of theinformation technology, the internet, as a completely new means of diplomacy, It alsobrings new opportunities and big challenges to the public diplomacy of everygovernments of the world. The internet has changed our knowledge on the nationalsovereignty, and tested the abilities of the national diplomacy in collecting, analyzing,crisis decision making and foreign management mechanism. How the Chinese government to deal with these challenges and what is the status and function ofCyber-diplomacy in Chinese public diplomacy strategy have become an importantproject, which has to be faced by the Chinese foreign ministry. This thesis tries to usethe theory and practice of Cyber-diplomacy in relative studies for reference andcombine with reality of China to recognize the function of Cyber-diplomacy inconstructing the harmonious world and establishing validity of national image. Ourthesis has also pointed out which means Chinese government has to be taken to dealwith the attacks of Cyber-diplomacy by western countries.Our thesis mainly includes the following four parts:The first part provides a summary of Cyber-diplomacy, including the conceptsand categories. Since domestic and foreign academic circles have not given a uniformdefinition of Cyber-diplomacy, it brings certain confusion during the research. Thisthesis aims to conduct the comparison between Chinese Cyber-diplomacy and westernCyber-diplomacy. Based on these comparisons, we present our understanding on theCyber-diplomacy, and analyze every possible realizations of the Cyber-diplomacy.The second part introduces the theory study of the Cyber-diplomacy by theacademic circles. These studies are based on the following aspects: the realism,liberalism and constructivism in the theory of international relations, the media theoryof Maxism, etc. We treat these aspects as theory bases for analyzing the ChineseCyber-diplomacy. It mainly includes two perspectives: international relations theoryperspective and media theory of Maxism perspective. Different theory conclusions arederived from these analysis perspectives. We indeed think these studies can be used asa reference for Chinese Cyber-diplomacy study. However, these theory studies areoften deviate from Chinese reality due to emphasize on western values.The third part aims to analyze the effect on Chinese Cyber-diplomacy by theinternet. Then we investigate the significance of Cyber-diplomacy in Chinese publicdiplomacy strategy implementation. Our thesis first uses the study ofCyber-diplomacy as reference, and then based on the analyses of Chinese reality torecognize the status of Cyber-diplomacy in Chinese public diplomacy strategyimplementation and constructing the harmonious world. Our thesis surpasses the theory of civilization clash by Huntington and builds a bridge for different civilizationand culture in different countries. Our thesis also analyzes the function ofCyber-diplomacy in establishing the validity of national image, enhancing nationalsoft-power and culture identification.Based on the third part, the fourth part tries to analyze the problems in thedevelopment of Chinese Cyber-diplomacy and give some means to deal with theseproblems. For the attacks in the Cyber-diplomacy by the western countries, weprovide some polices and suggestions. For example, we should make efforts tostrengthen the construction of Internet technology and improve the informationindustry laws and regulations; In the national public diplomacy system framework, weneed to further strengthen the Cyber-diplomacy and active the cooperation inCyber-diplomatic and security; We should reasonably utilize the resource ofCyber-diplomacy to construct an objective and friendly international opinionenvironment and balance the discourse hegemony and the attack to our country imageby foreign media.
