Singapore is a pearl in Southeast Asia, which is famous for its developed economy, clean and incorruptible government and completely social administration. However, all this achievement is inseparable from its founding father Lee Kuan Yew. He leads his country to be one of the developed countries from a small colonial country, becoming the "first oasis in the third world". To explore the success of Singapore, it is very necessary for us to study the ruling ideology of Lee Kuan Yew. He develops Singapore the "little fishing village" into a "garden city" for his keen insight and hard-working spirit. This paper studies Lee Kuan Yew’s ruling ideology from the point of view of its causing background. It will be discussed from the following four aspects separately:the ruling ideology of Elitism,"Asian democracy", law and order and economic pragmatism. Elitism is the key point in his ruling ideology. Singapore is hard to gain any achievement without the elitists around Mr. Lee Kuan Yew."Asian democracy" is the important pillar of Lee Kuan Yew’s governing rule. Confucian thoughts lay the ideological foundation in a country where Chinese is the main body and thus they build a sense of identity. Authoritarian system becomes the pillar of the political development of Singapore. Economic pragmatism puts the people in the first place from the country’s Independence Day. All kinds of populist policies make Singapore people realize the rich life, so the "good government" under the leadership of Lee Kuan Yew can win a majority of the people’s trust and support, which lay a solid mass-based foundation for People’s Action Party being in power for30years. Law and order creates the "garden city", and meanwhile, it is one of the important reasons for Singapore to maintain the cleanest government in the world. Lee Kuan Yew take full advantage of the country’s geographical location, good-neighborly friendship with neighboring countries in diplomacy, in a large state to pursue in independent, non-aligned foreign small country model of diplomacy.
