Effectively respond to and manage emergencies, the people’s governments at all levels also began to find effective solutions to respond to emergencies, and the establishment of an incident prevention mechanism and settlement mechanism. Due to the occurrence of unexpected events caused by extreme fear of people’s psychological, undermine social stability, if the people’s governments at all levels is not timely public emergencies, people are susceptible to the temptation of all gossip, causing social unrest, and It is not with the behavior of government departments to address and resolve the emergency. Therefore, incident management, the people’s governments at all levels should be at their disposal the relevant information of the incident to the public and a variety of mass media in a timely manner and accurately open, the public learned the true, accurate and sudden events in order to gain public support, understanding and trust, let them take the initiative to meet the people’s governments at all levels and the relevant functional departments to respond to emergencies behavior, so that members of the State and society as a whole to address and resolve the emergency.This paper uses the qualitative analysis focuses on open government information in our incident management theory and practice, elaborate on the significance of open government information in the management of emergencies in China, the historical evolution of the achievements, there is problem and cause analysis, and resolved on the basis of open government information in the incident Management Countermeasures.
