This English-Chinese translation report selects a working report published byAsia Development Bank on its official website as its source text, which is jointlywritten by James Leather, Senior Transport Specialist in ADB’s Regional andSustainable Development Department and the Clean Air Initiative for Asia CitiesCenter Team. This project is conducted under the guidance of FunctionalEquivalence Theory which emphasizes the functional equivalence between twolanguages instead of seeking rigid equivalence in terms of words. In this way, wecan obtain functional equivalence between two languages so as to enable foreignreaders to better understand the original text just as local readers do. Thistranslation report is composed of four chapters. Chapter1introduces thebackground, objective, significance of the translation project as well as needsanalysis. Chapter2sheds light on Functional Equivalence Theory and demonstratethe main content and language features of the source text. Chapter3explains thedifficulties encountered and the translation methods employed. Chapter4summarizes the translation report, covering the lessons gained and areas in need ofimprovement.
