Under the environment of globalization, the rapid rise of Chinese popular culture is the most compelling spiritual phenomenon in the Chinese contemporary social development. With the advancement of China’s reform and opening up after the late1970s, Chinese popular culture started to come into being and develop. The movement of emancipating the mind, the constriction of commodity economy and market economy, the emergence and cultivation of civil society and the comprehensive development of culture and education cause produced adequately social, economic and cultural foundation after China’s reform and opening up. At the turn of the1980s and1990s is a key period for the rise of Chinese popular culture. After the end of the1990s, especially since the new century, with the gradual establishment of the socialist market economic system, the rapid development of network science and technology as well as the never-ending changes and improvement of modern media, Chinese popular culture develops more and more prosperously and influences more and more widespread. Nowadays, people have been inseparable from popular culture, bits and pieces of popular culture figure has been filled with their daily life, and popular culture has become an integral part of people’s daily livesIn the new century, Chinese popular culture not only penetrates into the Chinese public’s daily life, provides them with life-like state, explains a new way of life and a new concept of modern survival mode, but also shapes their feelings and thoughts and becomes the main resources of their own values. Due to the prosperous development of Chinese popular culture, Chinese popular culture values has been widespread concerned in all sectors of society. The research of values is the basis of the culture research, without grasping the values which the concrete cultural forms reflect, it cannot be evaluated and accepted and rejected scientifically.Popular culture that produced and developed in China’s soil, is similar to general human culture pursuing the values of truth, goodness and beauty,but also reflects the opposite values. In other words, Chinese popular culture values don’t have demarcated value pursuit, its value pursuit is diverse. Chinese popular culture values have both the same and different aspects with the western popular culture values. Chinese popular culture values have strong permeability and influences, on the one hand, the positive and correct values of Chinese popular culture plays an active role for the public to establish their values and guide their daily life, however, on the other hand, its negative and error value pursuits will have serious negative impacts on the values of cultural mass, society and even the entire nation. Contemporary Chinese popular culture values have been confused and deformed because of some factors at home and abroad. Then analyze the characteristics of Chinese popular culture values included inclusive, diverse, generalized, and times.The third part is to deeply analyze the positive significances and the negative impacts of the Chinese popular culture values, especially the factors of negative impact produced some decadent values of the traditional Chinese culture are deeply rooted, economic globalization and cultural globalization bring some negative values of western popular culture that are permeated into Chinese popular culture, the mass media of Chinese popular culture values is excessive entertaining since the new century, and the popular culture its own characteristicsThe fourth part, firstly analyze the necessity of guiding the contemporary Chinese popular culture values actively and practicing them effectively. Then find out the ways and paths of guiding the correct contemporary Chinese popular culture values actively and practicing them effectively based on the third part which discussed the factors of negative Chinese popular culture values generated.The last part of this article is the conclusion which is the remarks of this article.
