Under the background of economic globalization, the cultural products has become important production element、wealth resource and critical factor for economy’s strategic development over the world, it’s also. Strengthening the guidance for production of cultural products and enhancing cultural products competitiveness fast have become the strategic highland that every country would compete for. So the researches of basic theory for the cultural products’production-guiding mechanism, the analysis for the running mode of this mechanism and the proposal for the improvement policy of this mechanism, have great significance to every country.This article starts from basic concepts such as cultural products、production guidance mechanism etc., then researches the necessity and function of the production guidance for cultural products, and discusses the main body and principles for this guidance mechanism; Based on the above research, this article expound and prove the running mode and operation for this guidance mechanism, analyze the current situation and development of this mechanism in China, and finally put forward the improving policy for the industry. Through discussion, this article consider the main body for the guidance of the production of cultural products including market organization、government、academic、industrial sector、the media and people; In the guidance for the production of cultural products, we should respect for the laws of the market and the effect of market allocation of resources, relying on government policies to carry out macro-control, relying on academic institutions’ provision of knowledge, technology, talent and scientific and technological achievements. The production of cultural products guiding mode divide into induced guidance mode and compulsory guidance mode; there are still a lot of problems existing in the operation of this guiding mode:the management system is still outdated, market development and resource utilization is unreasonable, do not pay enough attention to the protection of intellectual property rights, and not have enough relevant talents in the industry. To running the cultural products’production-guiding mechanism efficiently and effectively, China should fully consider the policies such as enhancing the role of market allocation of resources, integrating HR resources、 advancing the innovation of the product content、improving the assessment mechanism, strengthening the protection for intellectual property right and improving the execution of management and supervision...
