Nowadays modern technology has developed rapidly and human society has entered into afast, diversified and integrated development in the new period. The higher education hasbecome popularized. At the critical moment of education reform and development, theimplementation of public art education meets the requirement of modern society developmentand fostering the talents.Based on the exploration of the characteristics and functions of public art education, thispaper illustrates the significance of public art education in modern society. Public art educationis a kind of education for all-round development and universities are the training base of high-quality talents, which can influence students’ performance desire, self-confidence, coordinativeability, innovative thinking, aesthetic ability and so on. Therefore the public art education playsa very important role in the development of students, universities, state and the whole nation.Although public art education has made certain development, there also appear manydifficulties. This paper discusses the present situation of public art education management modein universities. One is the traditional management mode,such as ununified organizationalstructure,no independentspecialized public art education center. Furthermore, the function ofpublic arteducation has not differentiated, resulting in unreasonable curriculum, low teachingquality, alienation of public art education, that is, the rapid development of arts major,and thedecline of public art education. In addition, there is imbalance of public understanding andawareness, such as the imbalance of the city culture, the imbalance between aesthetics and theconcept of art, and the imbalance in public art education development. Based on the aboveanalyses, this paper expounds the importance of public art education as the embodiment ofsocial value, rather than tools. Public art education can improve the national quality andhumanistic quality.Confronted with the existing problems of public art education, based on the research ofscholars at home and abroad, this paper analyzes the cause of dilemma, and puts forward its ownviews on the management mode of public art education in universities. Meanwhile, this papercomes up with some countermeasures and suggestions for the development of public arteducation management mode. The whole society should have proper awareness and concern ofpublic art education, which is supposed to benefit all and embody "popularity" and "commonality ". We can use modern technology or rich artistic education to enrich public arteducation as means of cultural extension and communication. Universities should furtherimprove and perfect the organization of public art education, implement plans of public arteducation development, optimize public art curriculum system, construct public art educationplatform and teaching staff, and regulate the incentive and evaluation mechanisms. Artsinfluence culture, and culture influences political and economic development. Scientific management mode is bound to bring about development of arts, which is also the social servicevalue.
