BackgroundIn recent years, the total health expenditure in China is rapidly growing, including the expansion of drugs expenses is one of the main reasons to promote the growth of total health expenditures. Since the implementation of the new health care reform in2009,the drug costs growth rate still cannot be ignored, and the proportion of drug costs accounted for the total cost of health care is still a high level. In our general hospitals, the proportion of pharmaceutical costs accounted for health care costs is still about50%, this phenomenon is more serious in the new rural cooperative medical system. The new rural cooperative medical system is farmers’medical mutual helping systems organized, guided and supported by the government, farmers voluntary participation, individual collective and government multilateral financing and serious illness and Manpower. It is the important content of China’s rural social security system.In the new rural cooperative medical system, the proportion of drug costs accounted for NEMS is much higher than the proportion of the total cost of drugs accounted for total health costs in general hospitals. High pharmaceutical expenditures bring heavy burden to China’s rural residents, therefore control drug costs growth in NEMS is important tool to control the total funding, reducing the burden on the residents, solve the difficult medical services and expensive medical cost. The American medical aid system is the medical security system that dominated and financed by the government, aim to provide free pharmacy benefits for low-income people, this system has been implemented for a long time. In terms of control Medicaid drug costs, it takes a variety of different measures for controlling drugs costs, such as co-payment system and pre-licensing system and preferred list of drugs and so on, these measures have obtained the tangible effect.PurposeIn2009Nation launched a new round of reform of the health care system, our country has introduced a series of measures to control drug costs, for example, the implementation of "zero profit drug" system at the grassroots level, the establishment of essential medicines list, the implementation of drug procurement tender, but drug costs management has just started, drug costs are still high, the effect of the measures is not obvious, even appeared some phenomenon of increasing rather than reducing the cost of drugs. At present, China still has some gaps in the efforts to control drug costs, medical expenses still give a huge burden on people, the phenomenon of "being into poverty by illness " still occurs, so this paper studies and summarizes major policies and measures of controlling medical assistance system drug expenses organized by the state government and provides corresponding advice to control the total cost of the new rural cooperative, reduce the burden on the people to see a doctor, maintain social harmony and stability.Research MethodsUsing the Public Management and Drug Economics as a theoretical basis, combining the Government Financial Management and Health Management as well as comparative analysis, qualitative and quantitative analysis.
