Study Of Our Public Hospital Reform Under Background Of New Medical Reform

Since the reform and open-up policy, our country economy has gotten great speeddevelopment, and the level of per capita income has improved significantly. Our way ofeconomy development also has gotten a new stage, which has shifted from the simple pursuitof economic aggregate and development speed to synchronous improvement of quality torealize the pursuit of total economic fast and good development.With the improvement of living standards, requirements from people on quality andquantity of public services are also higher and higher, and the humanistic value also hasbecome the main problem that people consider. More and more focuses are put on the qualityof life and closely related to livelihood issues, especially the medical and health care."Difficult to receive medical treatment, high cost of getting medical treatment" is alwaysthe hot topic in China. What people require not only the increasing amount of health resourcesbut also more about fairness and efficiency. At present, Public health service in our country ismainly provided by public hospitals, which is one of important strategic measures to realizeequalization of basic public service for government. However, it is difficult for publichospitals to realize public welfare just by market-oriented operation, which need our countryto give financial support.In April,2009, Opinions on Deepening the Reform of medical Health System from StateCouncil of Central Committee of the Communist Party of China issued by State Councilpromoted the reform of public hospitals in our country to some extent. Public hospitals arealso gradually returning to road of public welfare.However, there is still lack of government responsibility for public hospitals in ourcountry: vague positioning of government responsibility; less and less public welfare; lack ofgovernment’s financial investment and inefficiency funds; lack of scientific and effectivecompensation mechanism. If there is no unified compensation standard, single compensationmode, deficiency means of for payment and controlling the cost; unreasonable public hospitallayout; deficiency regulation of government on public hospital. Under the background of newmedical reform, reform of public hospitals must give full play to the guiding role of the government.This paper studies the public hospital reform in China with angle of the governmentresponsibility under the background of new medical reform. With Beginning of the expositionof research background, it summarizes the current research status of domestic and foreignscholars on government supporting the reform of public hospitals through the integration ofdomestic and foreign research literature. Next, it makes theory analysis with basis of supportof the government on public hospital reform, and defines related concept of public hospital,the content of market and government responsibility.Then, From the evolution of government’s responsibility and financial supporting publichospital model during our medical reform, this paper makes the longitudinal analysis ofchange of Chinese government’s responsibility in the reform of public hospitals. Then, issueson the absence of government responsibilities at the present stage in China is brought in tomake detailed analysis on it to point out the necessity and realistic urgency of governmentsupport on the reform of public hospitals. It sums up the experiences and enlightenment offoreign government support on public hospital, and pilot reform experience of ZichangCounty public hospital of our country. At the end, relevant policy suggestions are put forwardby our government’s support on the reform of public hospitals in China.
