Inorder get better evaluation method for plans and get direct evaluation target.This topic obtained the weight coefficient of various factors on the plans for the smooth implementation, through using the “eleven five” keyproject’s evaluation method and letter concerning to the experts methods.Fully considering the plan evaluation factors weight proportion, Provided atheoretical basis for the establishment of a scientific and effective publichealth emergencies emergency response plan. Combination the weightcoefficients of the plan, the subject made analog level correspondingprogram. Through multiple deduction on the plan’s feasibility, scientificand repeated demonstration, and finally through the drills we test andverify the program operability and enforceability.
