The Research On Emergency Management Of Public Health Services

A series of public health emergencies occur these years,such as SARS incident,the melaminescreening,the prevention and control of bird and swine flu,and the treatment of HFMD,etc,which pose greatthreats to social stability,economic development,and people’s health.China’s theoretical research on andmanagement system of public emergencies response are still in the beginning stage.China still lacksexperience to deal with public health emergencies. The deficient prevention and monitoring system,theweak financial support,the different medical conditions between urban and rural areas,the devoidemergency response and decision-making mechanism,the low participation of the public,the slowemergency mobilization,and the defective legal system for public health,all these above greatly hinderprocess and even cause crisis to damage social stability.Therefore,the improvement of China’s regulationsystem for public emergencies has a profound theoretical and strategic meaning.The HFMD first occurred in Henan province in2008,and congruously broke out in Henan province in2009, making it the severely afflicted area across the country.HFMD is a kind of infectious disease amongchildren,and it has a high infectivity.HFMD often happens with other common infectious diseases in spring,such as measles,mumps,and encephalitis,etc. HFMD,as a new and fatal infectious disease,caused publicpanic at that time.In fighting against the spread of HFMD,the departments at all levels gained bettercapacity of giving commands and making early deployment.The government made constant progressduing that difficult time,such as sent off experts to front line for guidance and treatment.The patients andsuspected carrying-virus people got separated treatment,thus to prevent the HFMD from spreading toneighboring regions.The strong support from policies, technologies, facilities,and funding contribute a lotto the phased victory in epidemic control and treatment, and the final success in obtaining a quickerresponse capability.From that perspective,HFMD response management in Henan province can be anexcellent case for us to do deep research on public health emergency regulation.This paper,through analyzing response management measures in HFMD treatment and controlwork,with the living example from community-level medical institution in Henan province,to summarizethe basic procedures and essential principles in response to cure HFMD, and point out the shortcomings in current work.This text draws from advanced Western managing experience and fully employes economicand managing theory, aiming to give suggestions and finding methods to improve response system ofpublic health emergencies from five main directions: government responsibility, medical institutionmanagement, emergency response preparation, the establishment of monitoring system,and improvementof information exchange.This paper hopes to have a reference meaning and a guiding significance on theconstruction of public health crisis management mechanism, the decline of public health emergencies, thetimely and effectively control over public health emergencies, and the prevention against crisis.Furthermore, this paper can achieve the goal of ensuring social and economic development andsafeguarding people’s health.
