Health financing is refers tothe fundraiser for health services, is to study in a certain period and under a certainsocial environment in the field of health funds rising, rational allocation and effectiveuse. The fairness of health financing and directly affect the rationality of theallocation of health resources, and then affect the residents’ health status. TakingHunan province as the basic research object, through the development of medical andhealth security system of Hunan basic influence factors analysis, attempts to clarifythe Hunan the limited reason for the increase in the total health expenses, healthfinancing, distribution, and activities such as fair use, ways to build the mostappropriate Hunan health financing and distribution, finally realizes the economic andsocial sustainable development will play a very important role.This research from the definition of health financing, the main channel, theresearch content, research methods, combined with Hunan in2001-2010the totalhealth expense data, analysis of the overall level of health financing and developmentin Hunan; By comparing with the and other provinces and cities nationwide andinternational, and evaluation of health financing in Hunan province overall degree offairness, draw lessons from advanced experience, find out the problems of healthfinancing in Hunan province; Finally, according to the empirical research results andputs forward some countermeasures of Hunan health equity financing, to explorehealth raise pattern, and the Hunan health policy provide certain information supportand policy Suggestions. In Hunan, the conclusion of this paper is "the use efficiency, fairness and theeffect of the total health expenses there lacks, etc, and configuration of healthresources is not very reasonable, specific displays in: the total health expenses grewrapidly but the government health expenditure proportion insufficiency, the residents’personal health cost burden is still too large, health spending has yet to play their rolein society, health resources and relatively insufficient resource allocation imbalancebetween urban and rural areas and so on five aspects; Hunan health financing anddistribution fairness problem of the main reasons are: medical financing path is asingle,"medicine for the medical" and so on distortion of incentive mechanism aswell as urban and rural medical security system is not perfect and so on.Based on the above problems and cause analysis conclusion, this paper putforward: to improve the overall performance of the total health expenses in Hunan, atleast from the following aspects: firstly, give full play to the role of government, toestablish a fair and reasonable health financing mechanism; Secondly, insist on healthservices public welfare nature and strengthen government investment in health field,especially in the public health prevention and health care investment; Third, establishand perfect the medical security system; Fourth, standardize management of medicalinstitutions, improve the work efficiency of medical institutions; Fifthly, to strengthenthe health system reform efforts, and strive to build "results oriented" health system.
