The new rural cooperative medical system, which mainly plans serious silliness, is the farms’ mutualmedical cooperative system with government’ organization, guidance and support, farmers’ voluntaryparticipation, individual, collective and government multilateral finance. The Chinese Communist PartyCentral Committee and the State Council has proposed to set up pilot program of new rural cooperativemedical system (NCMS)in countryside since2003. The operation of the New Rural CooperativeMedical System (NRCMS) has made periodical achievement in some pilot areas. It is of greatsignificance to study the sustainable development of NRCMS.Lin’an’s new rural cooperativ e medical system (N CMS)has been preliminarily established andplayed certain roles in guaranteeing farmers’ basic living rights and maintaining social stable. the vastmajority of farmers to be sick for medical treatment, their health consciousness and self-health care hasimproved significantly. But the author in the research process, also found that the new farm in the citylinan with operation exposed many of the system and the operation of the problem: Farmers lower healthconsciousness and the contradiction between the cooperative medical treatment; Rural health investmentis not enough, the allocation of resources is not reasonable, Propaganda quality is not high, the farmers tocooperative medical understanding fuzzy; Funding level is not high and the farmers expect high returnscontradictions; Drug cost growth too fast; Richard agency responsibilities are not clear, appear mutualshuffle phenomenon; Supervision mechanism is not sound, self-interest inflation phenomenon appearedagain and again. And accordingly the measures are put forward to realize a sustainable development forNRCMS.
