Forests play an important role in balancing climate, water conservation and maintenance of ecological balance. Promoting the development and production of forestry level are inevitably inseparable from the development and management of forest resources, which are based on information and intelligence means.Proposition and promotion of "Smart forestry" were not only promoting the Chinese forestry information process exceedingly, but also developing the scientific program, the level of scientific management and scientific decision-making. This study, based on framework of "Smart forestry" and took the scientific decision of forest sublot as target, combined with3S technology, computer technology, intelligent technology, visualization technology to develop a forest sublot resources management program. The program has ultimately implemented management and comprehensive information of forest sublot resources.This paper designed the functions of smart subcompartment management including subcompartment division, class of basic information management, stand growth simulation, forest management. In this study, the smart forest sublot management system based on C/S structure and defined the data layer, logic layer, application layer. As diversity and multidimensional characteristics of forest sublot resource data, database was designed with Geodatabase data storage model to organize spatial data and attribute data. Smart forest sublot resources management system was developed with ArcGIS Engine components, GIS technology in Visual Studio.Net with C#. Functions of the system were Map basic browsing, survey data management, query statistical analysis, cartographic output, forest management, forest stand growth simulation functions.Finally, the study has researched Wang Yedian forest resources survey data and image to demonstrate operations and functions, which has achieved effect of scientific information management, data protection of forest sublots.The development was under the guidance of GIS theory, achieved good effects for user experience and realized the changes in forest sublot resource information management from traditional static management of forest inventory data and forest map to the modern dynamic integrated management of a variety of information. The system met the urgent needs of the forest field investigation work and business management, and more to enhance the level of forestry information, the research and implementation of this system software has a certain reference to other units.
