The effective use of the national "1025" planning outline, irrigation water coefficient as an important water conservancy index, is to implement the most strict water resources management system, to identify a major index of water resources management "three red lines" control objectives. In order to adapt to the economic and social development of Ji’nan and the development of water-saving irrigation requirements, find out the effective utilization coefficient ofirrigation water in Ji’nan city in Ji’nan City, analysis and evaluation of irrigation waterefficiency, reasonable evaluation of the development of agricultural water saving irrigation in Ji’nan city effect, scientifically analyze water-saving potential, in-depth analysis of Ji’nan irrigation water use coefficient of different influence factors and the influence, to improve the effective utilization coefficient of irrigation water measures in Ji’nan City, to guide the rural irrigation and water conservancy facilities construction and management, and develop the project benefit more, it is necessary to improve the agricultural section water level.Through the study of farmland water conservancy construction survey in2013in Ji’nan City, all kinds of irrigation area, project construction, the establishment of Ji’nan city irrigation water using coefficient calculation analysis of network, collect relevant data, analysis sample points of effective utilization coefficient of irrigation waterirrigation and to calculate the effective utilization coefficient of irrigation water in Ji’nancity in2013. Based on a comprehensive investigation of farmland water conservancyconstruction and analysis results, the Ji’nan irrigation water utilization coefficient ofeffective analysis and evaluation. This study through the data investigation, analysisand conclusion of the three steps.This study based on the investigation and analysis of Irrigation District of Ji’nan City,the16sample points in irrigation area, through calculation and analysis of samplepoints of effective utilization coefficient of irrigation water irrigation district, Ji’nan City,and to calculate large, small, Ji’nan and the city of pure well irrigation water efficient utilization coefficient, and the effective utilization coefficient of impact on the results and irrigation water factors analysis and evaluation, formed the following conclusions:1,In2013after calculation, the effective use of Ji’nan irrigation water coefficient is0.6331, which the result is true and reliable, can be used as macro evaluation of Ji’nan City, the irrigation water efficiency basis.2, Ji’nan City, medium-sized irrigation area of relatively large, large, medium irrigation project of Ji’nan municipal regional irrigation water efficient utilization coefficient effect.3, Ji’nan city present situation of irrigation water use is still a wide gap betweencoefficient and water saving irrigation requirements. The effective use of Ji’nanirrigation water coefficient is0.6331, to2015coefficient target value of0.648, to achieve this goal, one is further increased, and medium-sized irrigation water-saving transformation, improve the channel rate, make final canal system maintenance,reduce water loss; two is to raise the public awareness of water saving irrigation,change the traditional ideas, improve field water utilization efficiency using agronomicmeasures; three is to further promote the reform of management system of irrigation area, give full play to the role of WUA, reasonable allocation of water resources,improve the agricultural irrigation water use efficiency and effectiveness; four is to further increase the promotion of water-saving irrigation technology. In vegetables,fruit and other economic crops planting area to promote such as dropper, micro irrigation, spray irrigation and other water-saving technology, to expand the projectdemonstration area, improve irrigation water-saving irrigation area.
