According to results of the third Hubei province remote sensing data interpretation and sensus in2005,it’s a total of55,900km2area of soil erosion in Hubei province, of which more than87.9%of the area is mild erosion. In this context, Ministry of Finance, Ministry of Water Resources formulate the national soil and water conservation major construction project scope and provincial construction tasks. Macheng city of Hubei Province, is one of the project county, and Anjia farm small watershed area in the shun river basin project. The Anjia farm small watershed comprehensive management can provide experience and examples to other small watershed management in Hubei province.According to the actual situation of Anjia farm small watershed, take engineering measures、grass measures、closing measuers and land using struture adjust to a comprehensive management plan, In order to achieve good water and soil conservation benefits, optimize the industrial structure, develop characteristic agriculture increase agricultural population within the catchment, raise the economic level, affluent life, improve the ecological environment, economy and society to achieve sustainable development.Using Anjia farm small watershed to object of study, take multi-objective programing method select11decision variables, economic efficiency,capital ivestment and soil conservation benefits is the objective function in watershed management. Establish a multi-objective programming model. And according to the degree of importance of the objective function, giving them different weights coefficient values, and thus the multi-objective problem into a single objective problem solving model, and seek multi-objective planning decision variable values, get the best results of the three objective functions value. Finally, according to economic, capital investment, direct economic benefit analysis of soil conservation planning small watershed comprehensive management, ecological and social benefits to prove the rationality of the comprehensive treatment planning and effectiveness of the small watershed.The conclusion is that Small watershed vegetation coverage rate rose to41.3percent, an increase of10.4%; impoundment423,100m3; reduction in the amount of54,900tons of soil erosion, reduce soil erosion amounted to64.6%. Per capita basic farmland reached0.13hm, per capita economic fruit Linda to0.04hm. It calculated that the direct economic effec reached1.6696million yuan, which mainly benefits from economic fores reached1,024,100yuan, water conservation forest397,400yuan,80, banned governance8,100yuan.Through a multi-objective method obtain the effectiveness studies an analysis from small watershed comprehensive management, is a real strong operational, the use of a wider range of methods to study soil and water conservation measures can play a role in reference In future work.
