Irrigation water use efficiency is the key indicator of agricultural water saving effect. Itcan reflect the quality of the irrigation projects, the technical merit and irrigation watermanagement. It is indispensable when trying to analyze, compare and evaluate the effects ofany water saving technical measures. Irrigation water saving in China is of great potentiality,so understanding how to calculate the irrigation water use efficiency and finding ways toimprove the calculation method, looking for new ways to measure and calculate it is veryimportantThe objective of this research is to measure and calculate of irrigation water useefficiency in Shaanxi province and the related problems arising from this process. Thisresearch covers the following aspects:(1) It discusses the general concept of irrigation water use efficiency and reviews itsmain measurements, the measurements of its main components and their key affecting factors.Taken the year of2012as an example, it then introduces the process of using head-endmeasurement method to measure and calculate irrigation water use efficiency. Themeasurement and calculation methods of key parameters such as the gross irrigation water useamount and the net irrigation water use amount in the irrigation district are also introducedwhich is followed by the problems of these measurement and calculation methods. It thenintroduces the backgrounds of irrigation water use and raw data of irrigation districts inShaanxi province. It further presents how to calculate the average irrigation water useefficiency when considering the issues of different scales of the irrigation district. The averageirrigation water use efficiency in the whole province is calculated by adding different weightsto each different scale irrigation district and then calculate their sum.(2) It presented the use of head-end measurement in real case situation and thenevaluated the results. It analyzed the results by focusing on the yearly differences of differentirrigation district scale from2006to2012and the fluctuation of the same irrigation district indifferent year, the reasons of the fluctuation of the irrigation water use efficiency were discussed and the ways of improvements were also presented.(3) This research presents the problems of measuring and calculating irrigation water useefficiency in Shaanxi province and the solutions of these problems were also provided. Thekey affecting factors were analyzed and the issues of applying this method to real worldproblems are also discussed. It also provides suggestions to future work. This researchprovide fundamental basis for improving measurement and calculation of irrigation water useefficiency.
