China has many small farmers which determines that the direction of China’s agriculture development should mainly refer to foreign small farmers agricultural countries,as well as exploring a sustainable development road according to China’s actual. At the same time, after China’s society entering the market economic system, the fast developing economies have brought the deterioration of the environment, the social conflicts between market system and small farmers’ social background. Since the concept of organic agriculture was introduced into China, The research has been more and more deeper, the scope has been more and more wider, From meeting the needs of export to satisfying the demand of multiple level of the crowd. Meanwhile many people actively explore the development model of the organizational form.Tthrough comparative research and case study, this study analysed and compared the three organic agriculture organization form whichclosely related to small farmers, such as small farmers collective authentication, community supported agriculture and participatory guarantee system, the discussion was carried on China’s organic agriculture development direction from both theoretical and practical aspects.Through comparative analysis on content summary, emergence background, developing characteristics and the case study at home and abroad, the author found the connection and distinction among them. They all aim at improving the living environment of small farmers and ecological environment of the surrounding areas, providing consumers with the health and safety organic food, which eventually promotes the all-round development of organic agriculture. The main difference lines in their characteristic ways. Small farmers collective authentication realized a guarantee of product quality by establishing internal control system, and then the products were promoted to both home and abroad market through the third party authentication. The main core of community supported agriculture was risk share and mutual benefit. It achieved win-win purpose through the establishment of trust mechanism between farmers and consumers; While participatory guarantee system promoted local economic development through establishing the integrity mechanism between consumers, producers and middle units as well as improved the living standard of small farmers. The main findings are as following:(1)ICS,CSA,PGS all Based on the security interests of small farmers and the protection of consumer health. In order to realize the target of "farmer rich, rural civilization, agricultural development" and "food safety, people’s health, social progress".(2) ICS organizes the scattered small-scaled peasant households to become the systematism of peasants which has greatly alleviated the conflicts between the small-scaled production and the market. Meanwhile, the systematism of peasants has also benefited to improve the management level of farms and import the high-level management talents, that is, it has absorbed the crowd with the high-level of knowledge structure, such as college students. CSA connects the customers and producers, which has accomplished the cooperation mode----the co-assumption of responsibility and risks, assured the basic profits of small-scaled peasant households, decreased the food-safety crisis resulted from the production of small-scaled peasant households and satisfied the residents’demands of food-safety and ecological situation in several cities. PGS needs the participation of all concerned aspects, based on the honesty and credit, has solved the current honesty and credit crisis and moral decline situation.(3) Some of three kinds of organic agriculture organization modes have been introduces into our country and benefited the district agriculture. During the introduction and popularization of the three modes in some district, it can seek for the organization mode suited to the real situation of that district. If one district hopes to become the characteristic agriculture, aimed on the export and remote market, it can be based on the organization mode of ICS. If one district wants to produce the city agriculture and ecological agriculture, it can make use of CSA. And, if one district focuses on the small-scaled production to satisfy the district consumption, aimed on the domestic market, it can use the PGS. At the same time, in the same district, it can choose one or two modes from the three kinds, even co-develop the three modes, and gradually form the agriculture developing mode of suitable district layout and plural industry structures.
