Abstract/Summary:
With the swift and violent development of the economic and the continuous extend of the urban size, public transport priority has become the correct strategic option to promote the harmonious development of the city and its traffic. Fixed Route Transit has some disadvantages. First, it can’t meet the need of the special groups such as the old. Second, it can’t meet the need of high quality of the passengers. Third, there isn’t enough passenger flow in newly developed area to support it. Fourth, it increases the fuel consumption and the environmental pollution. Flex-route Transit is able to provide passengers the service of individuation, low cost and high quality, it can restrain the rapid expansion of the car, optimize the urban traffic structure, reduce the environmental pollution and the energy consumption, it’s the right option to promote the people-oriented and social harmonious development. The study of the evaluation system of Flex-route Transit is the base of knowing the system comprehensively and assessing it effectively. The study of the evaluation system has had some outcomes abroad, but its evaluation index is one-sided, and its feasibility in our country is to be discussed, there is no evaluation system of Flex-route Transit in our country until now..This paper is based on our country’s own traffic situation, considering passengers, bus company and government, and finally puts forward the comprehensive evaluation system and evaluation method of Flex-route Transit. First, it summarizes the practical experience and research result of Flex-route Transit, it introduces the evaluation system and evaluation method of Fixed Route Transit. Second, it comes up with the evaluation purpose, evaluation procedure and the indicators selecting principle, and then builds the comprehensive evaluation system of passengers, bus company, government and quantizes these15indicators. Third, it determines the Analytic Hierarchy Process-Grey Relevant Analysis Method based on the system’s characteristic and the evaluation methods’ applicability. It confirms the index weight through AHP, and sets up the second-level Grey Relevant Matrix, estimates the system from lower layers to higher layers, and finally gets the comprehensive assessment result. Lastly, it choose Bus131in Jinan to make a simulation of Flex-route Transit, it sets up the evaluation indicators system with the index data from the simulation, and assesses this analog bus line with AHP-GRA, the result indicates that the131analog bus line is at the secondary level.There are two innovations of this paper, it sets up Flex-route Transit evaluation system of passengers, bus company and government for the first time, comes up with15evaluation indicators that can assess the system comprehensively, and make the index quantification done. The paper draws AHP-GRA into Flex-route Transit evaluation based on the system’s own characteristic, considering that there are lots of indicators, it sets up the second-level Grey Relevant Matrix, estimates the system from lower layers to higher layers, finally gets the comprehensive assessment result, and then gives the proportion within each level, avoids the problem of the loss of evaluation matrix information due to the small weight each index gets.
