Marshaling station usually known as train factory is professional railway station organizing freight train in railway terminal. It undertakes some tasks for trains such as arriving, breaking up, gathering, marshaling, departing, railway network and traffic flow regulation etc., and is responsible for traffic flows of its own railway lines and train arriving, transferring and departing of other turning traffic flows.As the command center of daily railway transportation of marshaling station, dispatching work is located on the top of the management pyramid and takes the crucial position of information transmitting and receiving, playing the connecting role. The quality of dispatching work is very important for speeding up freight transport in railway, accelerating the rolling stock turnover, reducing transportation cost, raising transportation efficiency etc. With the development of informatization, intellectualization, and automatization of marshaling station’s operation, its reliability plays an increasingly important part, which is not only affected by its own construction and performance reliability, but also is closely related to some factors such as personnel, equipment, environment, management etc. Its reliability reduction will cause the reliability of the whole marshaling station system to nonlinearly reduce even fail, which has a direct effect on safety, quality, performance and other indices of the whole system.This paper mainly relates to dispatch control system, command model, information system, personnel system, equipment system, order system, management system and others. In the big dynamic system where there is one staff, one machine and one environment, all the operations are performed with unified command by dispatchers, which needs to pay much attention to the safe reliability of operators. Starting with mechanisms caused by human errors, the author mainly analyzes the safe reliability of dispatchers with applying ergonomics, human error theory and others to probe into influence factors of personnel reliability and using human reliability theory to calculate personnel reliability, which aims at figuring out subsystem’s disadvantages of dispatchers and improving the reliability of personnel system by establishing appropriate reform measures.
