The rapid development of urban traffic makes many cities more or less facing the problem of traffic congestion. Therefore, how to keep urban transport system steady and fluid has become a hot research field for traffic engineering. Traffic control and traffic guidance are the most basic and important methods which can solve urban traffic congestion. They are interrelated but also independent of each other. Therefore, only the effective coordination of the two ways together can make urban traffic system steady and fluid. Therefore, the development of intelligent transportation system which is In accordance with the System Properties of transportation and comprehensive consideration of vehicle and road is the effective way to solve the traffic problem and improve the operation efficiency of road network.Cooperative vehicle infrastructure system which is comprehensively considered the two factors of roads and vehicles is an important part of intelligent transportation system. IT has advanced road system and vehicle system, can easily access speed and queuing length through wired or wireless communication to provide real-time data support for transportation system. Cooperation of traffic control system and route guidance system is an important means to raise the operation efficiency of traffic control system and traffic guidance system and to solve the traffic problems. The two system has the same function object, and the premise and necessity of cooperation. Study on cooperation of traffic control and route guidance provides a new way to solve the traffic problem in the environment of cooperative vehicle infrastructure system, but also the development direction of the intelligent transportation system.Genetic algorithm which has good robustness and easy to operating is used to solve the collaborative model. In this paper, the encoder mode,Selection, mutation, crossover and other genetic of the genetic algorithm is analysed and designed. The objective function is directly transformed into the fitness function. And then the constraints in the model is added into the fitness function through the penalty function, so as to simplify the solving steps of genetic algorithm for the parameters in the model and the realizing of solving of collaborative model in the simulation software.Finally, in the Vissim microscopic traffic simulation software a small network is set up to simulate the data acquisition in the environment of cooperative vehicle infrastructure system. The small network is composed of8roads and four intersections. Data detection point and queuing length counter is set up at the corresponding section of each road of the small road network to collect the average speed and queue length. The OD traffic of actual traffic environment is simulated by set path in the Vissim software. Then the collaborative is solved in Matlab by using genetic algorithm. After these simulations, the results prove that the methods and models used in this paper can effectively reduce the total travel time of the small road network and equilibrium the network flow.
