With the development of China’s market economy, and the impact on the domestic construction market after the accession to the WTO, regional distribution infrastructure increasingly mature, making the traditional highly professional design institute unable to maintain saturated traffic of the planned economy era, faced with the shrinking volume of business, so that the corporate restructuring and business diversification become extremely important. From the current point of view, the gradual transition to institute development engineering firm direction to the EPC will be an inevitable trend, but for the Institute to carry out EPC lack of experience in construction and project management, especially in the presence of many inadequate risk management of the project: Risk factor analysis is not comprehensive enough, analysis of risk factors associated with not enough to estimate the risk of a lack of quantitative analysis. In this paper, the above shortcomings, analysis and evaluation model is proposed to institute suitable as the main EPC project risk management, decision-makers to provide a practical, scientific and efficient decision-making aids. The main contents are as follows:(1) analysis of the design for the main features of the project’s general contractor, comparative analysis of differences in risk in EPC contracting model and the traditional model assumed by the contractor. Explains the concept of risk management and general procedures. Finally, elaborated the concept and approach to risk identification and verification table method to select the design for the main works contractor risk identification.(2) Risk estimation and analysis based MC-CIM model. Expounded on the concept of risk estimation and analysis, analysis of their respective common method, analysis the existing methods’ advantages and disadvantages, and the establishment of a new law and the CIM model MC Combination use Crystal Ball risk analysis software assessment.(3) An Empirical Research. An empirical analysis based on the special railway EPC project of Puguang gas field in Xuanhan so as to get the overall risk level and the key risk factors for the project.
