Terrorist bombings have become a direct threat to people’s lives, and even affect social stability. Car bombs have become the primary way of terrorist bombings. In the countries and regions where the anti-terrorist situation is severe, how to protect the city against terrorist attack, especially car bomb attacks, is becoming a critical issue. In these countries and regions, the general practice is to set up checkpoints at key locations, checking the legality of personnel and vehicles. The method has the following problems:general identification and plate can be more easily forged, unable to identify the authenticity; the checking is inefficient and tends to affect traffic. Therefore, we need design and develop a new city vehicle management system to deal with car bomb attacks.Firstly, this thesis analyses city anti-terrorist business and existing city vehicle management systems based on IOT(Internet Of Things). And then this thesis introduces the application technology, the overall framework and the operational principle of vehicle management system based on GPS(Global Positioning System) and RFID(Radio Frequency Identification) respectively.Secondly, the key technology to create the city anti-terrorist vehicle management system based on IOT is investigated. RFID tags which comply with ISO18000-6C standard can be used for identification and rapid recognition. The4+1view model can be used in architecture design to reduce complexity. The Java and.NET program language support internationalization and localization. The program written by Java or.NET can be used in a multi-language environment.Thirdly, this thesis analyses the requirements of the system, points out that the business need is to build the comprehensive coverage of check point with different security level in city, and then monitor the entry of the vehicle and the personnel. The key business processes are analyzed such as the vehicle registration and the card issue process, the front checkpoint access control process. And then this thesis analyses the system functional requirements and non-functional requirements including security and reliability. This thesis designs the system architecture using the multi-view model. The system is divided into six subsystems, including national data center subsystem, city management center subsystem, card issue subsystem, front checkpoint access control subsystem, crossroad monitoring subsystem, mobile inspection subsystem. This thesis selects the major equipment such as RFID tag, RFID reader according to system requirements.Fourthly, this thesis focuses on the design and implementation of the front checkpoint access control subsystem, including outline design using three-layer design approach, database design, detailed design using interface oriented approach and UML class diagrams, implementation using C#language. Finally, this thesis verifies the system function.The system realizes the identification and rapid recognition of vehicles and personnel, constructs a security platform to prevent and deal with terrorist attacks especially car bombing. The system can largely prevent car bomb attack. Therefore it plays a positive role in promoting the social stability.
