With the in-depth research in Intelligent Transport System (ITS), a growing number of results show that intelligent cooperative vehicle-to-infrastructure systems will effectively improve road safety and transportation efficiency. The cooperative vehicle-to-infrastructure system (CVIS) obtains the information of the vehicles and roads through information processing, positioning, navigation, communication, electronic sensor, artificial intelligence, and computer technologies. It provides the real-time information interaction among people, road side units and vehicles in order to achieve the effective collaboration. Based on full-time-space and reliable traffic information collection and fusion, the cooperative vehicle-to-infrastructure system carries out research about vehicle safety control and road collaborative management to provide reliable traffic information. Meantime, it achieves the goal of optimizing the resources, improving the road safety, and easing the traffic congestion.Based on the summarization of the CVIS research, this thesis learns the communication contents of vehicle-to-infrastructure and vehicle-to-vehicle, the priority of the data, the traffic transmission delay, the packet loss, and the continuous interruption time. In addition, according to the main communication indicators, this thesis designs the data exchange standards for the CVIS which is adapted to the China ITS development.This thesis selects the formal verification tool ISPIN to verify and analyze the communication process. It checks the requirements of timeliness, accuracy and reliability of the designed data exchange standards, which guarantees the safety and accuracy of the protocol.Based on the contents of the CVIS, this thesis proposes the solutions to improve the priority, fairness and QoS (Quality of Service) of the safety-related messages through studying the IEEE802.11message transmission mechanism.Finally, this thesis builds different scenario models of VANET (Vehicular Ad-hoc Network) according to the CVIS experiment in Langfang, Hebei. By analyzing the results of the simulation, the thesis verifies the accuracy and effectiveness of the modifications applied in safety-related messages.
