Introspection And Strategy For Rural Planning Under The Coordinating Urban-rural Development

The construction of a new socialist countryside is a long-term strategy of our country in aperiod of time in the future and arduous task. As the core carrier of the construction of newcountryside,Rural planning belongs to the "urban planning law of the people’s Republic ofChina" clear requirements for the planning area. Due to the long-standing urban-rural dualsystem two,We paid more attention to city development and ignored the rural construction，The rural planning has not formed the system frame and the complete index system，Itcopies the city planning technique and leads to the rural planning generally "failure": thelacks of regional characteristics、science and coordination content between village planningand land-use planning.To strengthen the practicability of rural planning,the authorintrospected and analysed the widespread implementation of the rural planning domesticproblems,and put forward new strategies and suggestions to the rural planning on the spatiallayout of villages, economic, cultural, social and ecological aspects in the context ofintegration urban-rural areas and scientific development.The main contents of the researchlaunches from the following four parts:The first part: In order to find out the crux of the problem and specify the direction andfocus of the study,The author made an analysis and reflection on the cause of the universal"failure" in the practice of the rural planning.The second part: The literature review, the author briefly introduced the domestic andforeign practice and research results to the rural planning, pointed out the weak links and thedevelopment trend of domestic research,and provided the experience and the theoretical basisfor this article.The third part: Through taking the rural planning practice in ZengCheng City as acase,The author focused on the layout of rural settlements, rural residential industry guide,local environmental and ecological protection,and kept a complete set of technical documentsand so on.The forth part: In view of the existing problems of the rural planning, to strengthen thepracticability of rural planning,The author put forward new strategies and suggestions ofvillage planning in the spatial layout of villages, economic, cultural, social and ecologicalaspects in the context of integration urban-rural areas and scientific development,based onsome successful experience of ZengCheng City, the village planning practice and the domesticand foreign research results and advanced theory.
