| At present, with the rapid progress of urbanization in China, the scale of urban built-up area has been largely expanded, along with traffic congestion, urban heat island effect, environmental degradation and other’ urban diseases’. In this context, research and practice on urban ecological planning has gradually risen, which promotes eco-ethical value and harmonious development between man and nature. However, the overall urban ecological environment deterioration has not been fundamentally eliminated, thus reflecting the ecological planning failure. This paper aims to analyze the reason of ecological failure under the current planning system, and to find the breakthrough of problem solving, thereby improving ecological effectiveness of urban planning.The research focuses on the planning practice of Hangzhou. Based on the evolution of urban ecological-planning theory and practice, this paper tries to figure out the reason of eco-development failure in Hangzhou, from the perspective of relationship between ecological planning and urban planning. Furthermore, the author puts forward the conception of "Systematic Integration" for Urban-Planning Ecologization, based on the study of western theory development, and considers it as an important approach to integrate two different planning and to improve the effectiveness of ecological-control. Then, the author discusses the specific way to realize the goal from two aspects, which includes values and process-system. |
