With Shenzhen government offering strong support for clean energy, power plants,distributed energy sources and large industrial users will apply more natural gas, which willcontribute to the rapid growth of the requirements for natural gas. Then, not only will thenatural gas transmission and distribution system become huger, but also the user type and gasconsumption rule will become more complicated.Hence the study on the peak-shaving ofnatural gas will turn out to be increasingly important.In this paper, an investigation is made on current as well as short-and long-term planningof Shenzhen natural gas transmission and distribution system. Meanwhile, peak-shavingfacilities are designed for the daily peak-shaving and quarterly (monthly) peak-shavingexcluded in supplementary contract through combining with the relevant contractual clausesconcerning the gas source of West–East Gas Pipeline II and LNG source of GuangdongDapeng LNG Company Ltd. Additionally, based on the consideration about future demandand the gas supply capacity of the equipment in the distribution station of upper reaches,hourly peak-shaving is also taken into account.Based on supply data of urban gas and power plant gas, this paper analyzed thenon-uniform coefficient of users’ consumption,then proposed category simplification andstage-based methods for gas consumption forecasting. In this paper, short-term (2013-2015)and long-term (2020) gas load of power plant (including distributed energy source) and urbangas will be forecasted. The urban gas short-term load forecasting model is choiced fromseveral regression models, which prediction accuracy can meet requirements of practicalprojects. The urban gas long-term load and power plant loda should refer to and adjustrelevant planning data and according to actual condition. The category simplificationmethod has presented new forecasting approaches for gas company which hasenrich totalgas consumption data and lack classification data..According to the forecasting gas consumption, the estimated short-and long-term hourly,daily and seasonal peak-shaving gas amout, and Shenzhen’s actual condition, the appropriateshort-and long-term peak-shaving schemes are made. The pipeline gas storage and LNGstorage methods are adopted as present schemd;in the short term, the80,000cubic-meterHuaAn-Safety LNG storage is utilized to proceed the daily and monthly peak-shaving; in thelong term, the integration of gas source and peak-shaving will be achieved through the LNGreceive station. By simulating peak-shaving operating condition of current, short and longterm, and comparing the running parameters such as flow and pressure of each gas source andminimum pressure of user,GREGG piping dynamic simulation software is utilized to furtherverify different period peak-shaving scheme, as well as to provide constructive suggestionto optimize the peak-shaving operation scheduling.
