| As one of three conventional energy sources in the world, along with exploration, development and application technology becomes more and more mature, natural gas is growing faster than the other two kinds of conventional energy in both global and China. But with the increase in natural gas consumption, various problems have gradually surfaced the lack of which accident emergency and peaking shaving storage facilities of natural gas in the country are slowly becoming an important problem.Various energy-related documents which introduced by the State Council and the National Development and Reform Commission in recent years are more and more frequently referred to the establishment accident emergency reserves and peak shaving facilities. In “Natural Gas Utilization Policy†Decree 15 of 2012 mentioned that the town which having a gas storage facility for the function of emergency and peak shaving functions as a priority type of user; in the "natural development" Twelfth Five-Year "plan" is referred to accelerate the construction of gas storage facilities, in the construction of the “Twelfth Five-Year†period a total capacity of 25.7 billion of gas storage project, and strive to the end of "twelve Five" to protect the natural gas emergency needs. For the research of accident emergency and peak shaving is imminent, therefore, using the appropriate method which basing on the technical and economic of different emergency peak shaving scheme, and according to the different characteristics of different regions to compare them with the actual situation, to the preferred the best way of emergency and peak shaving, to achieve the greatest return on investment and scientific decision has important significance.In this paper, the writer aims the adaptive of different supply sizes in our country, different emergency and peak shaving system of natural gas, using the basic principles of technical and economic analysis, to optimize and comparison the different scheme of emergency and peak shaving. On the basis of theoretical research and calculation, analysis their technical feasibility and economic advantages and disadvantages, and then come to the different suggestions of a larger scale and a small scale. Finally, the specific situation with the natural conditions and natural gas operation of the SS City, Guangdong Province is used to analyze the optimization scheme with its accident emergency and peak shaving reserves. |
