This paper firstly is introduced the influence of global lightning disasters damaging human economic and social development and people’s life and property safety. This paper is reviewed the studies on the lightning disaster. By the scientific analysis of the two lightning disasters Cases in the rural areas and open places, the papers is indicated that the loss of people’s lives and property brought by lightning disaster in the rural areas and open places is worse than that in the urban areas. Because this areas are backwardness and lack of engineers of lightning protection designer, our country need a simple and efficient lightning protection device and a lightning protection device design automation software to protect rural areas and open places from the lightning disaster with least human cost and more efficient. Even though a country has a small amount of lightning protection device design engineer, it can meet the lightning protection requirements of a country.Secondly, the paper is maked a demand analysis of inexpensive lighting protection device design automation system. According to exploration of the rural areas and open places, the paper is analysised the buildings and geographic features of operating environment of lighting protection device detail and the paper is analysised the target detail according to the requirement and performance index, which is prepared for designing the inexpensive lighting protection device design automation system. According to the target to achieve, there are two parts of the designing of lighting protection device. One is hardware design; the other is software design. According to the requirement of the inexpensive lighting protection device design automation system, we choose the Auto CAD2004as development tools and use the AutoLISP for secondly development. In addition, the paper is introduced the environment of hardware and software.Further, the paper is studied theory of the hardware design of the lightning protection device. There are three parts of it:the first part is the design of Air-terminal System; the second part is the design of down lead; the last part is the design of grounding device. Because the buildings of rural areas and open places are Monomer flat-roofed building and Multilayer building group, the paper is designed the lightning protection device of both buildings separately. There are four parts of the software design of the lightning protection device: the first part is the design of data acquisition system; the second part is the system design; the third part is interface design; the last part is the design of financial budget computing.At last, we test the inexpensive lighting protection device design automation system combine with the lighting stroke case of Chongqing Kai Couty primary school. According the result of the test of the system, we can reach a conclusion that the inexpensive lighting protection device design automation system is qualified and the engineer can obtained a complete lightning protection design drawing through input the relation data only with this software effective. The paper is important significance in the further research of the lighting protection device design automation system used in the rural areas and open places.
