Oil content meter is one of important instrument to protect the marine environment. it is usedto test the oil concentration in ship’s bilge water. Bilge water can be discharged into the sea onlywhen passing the monitor from marine oil content meter. The new intelligent marine oil contentmeter can help improve the measuring accuracy for the oil content of the bilge water dischargedfrom ship and eliminate the improper behaviors of artificially irregular bilge water discharge.The research and development of a new intelligent marine oil content meter were carriedout. The method of dual entrance channels was adopted by the new intelligent marine oil contentmeter. The dual entrance channels could compensate mutually to reduce the impact of theexternal environment on the sensor when shipping around the world. The infrared scattering-transmission ratio method was used to detect the oil concentration in water. The meter upgradedthe total sensor modules to a smart transmission module SMIT.Intelligent oil content meter consists of nine modules from hardware design aspect: sensors,transmitter circuit module, receiver circuit module, signal conditioning modules, AD acquisitionmodule, single-chip control module, channel selection module, self-test circuit module and LCDmodule. The schematic diagram of each functional module is designed and monitored separately,then integrated all modules into a circuit board, finally a complete circuit diagram and its PCBcome out.From the perspective of software design, the paper conducts the analysis about channelselection module, AD acquisition module, LCD module, IEEE145.2standard interface TII driveas well as spreadsheet TEDS. The hardware will be driven by designed software to assist thehardware operation.In data processing, multiple acquisitions averaging method is introduced to process filtercollected values of fluctuating signals. Besides, Oringin8.0software is also applied to processdata and linear fitting, by which the fitting formula can be stored in intelligent oil concent meterwith SCM(Single Chip Micrcontroller) system to achieve the corresponding display voltage ratioconcentration of oil, thus the system design completed.
