Recently leisure consciousness enhancement,makes people begin to pay more attention to the development of leisure tourism function on the base.The new kind of base covers many aspects of functions: production and marketing, engineeringapplication、leisure sightseeing、science education、agricultural experience、culture show, and otherfunctions into an organic whole. It makes full use of landscape and cultural resources to provide aplace for people to contact nature, understand nature, and relaxation. It will achieve the economic,social and ecological benefits of unity.First of all, this paper expounds theories about planning and construction of the new bases. Thepaper investigated the completed new bases. Then it summarizes the function: Production, Sales,Experience, Recreation and health care, Education, Environmental protection. Characteristics areindustrial complex, innovative, functional diversity, market orientation, regional landscape, ecologicalbenefit and investment diversity. Also sums up the landscape of the bases and the model of leisureplanning. Among them landscape planning includes the planning of nature, production, artificial andcultural landscape. Leisure planning consist of flowers and trees production, sightseeing, leisureentertainment, experience, science education and holiday leisure. Nextly, based on the bases ofSichuan Sanshengxiang、China (Xiaoshan) landscaped city、Jinhua Wanxiang flower base andBeidaihe Jifa sightseeing garden, the paper analyses Luqiao million acre base of flowers and treeswhich is under construction. The design scheme divides into four parts: Flowers and trees productiontrading area、Characteristics of flowers and trees production area、Excellent ornamental plantscultivation area and the Lotus Hill ecological scenic spot.Finally, the paper makes the summary and discussion, aims to provide theoretical basis for ourcountry to plan and construct new type of flowers and trees bases.
