| Highway,as important achievements of modern civilization, reflects not onlycomfortable and smooth material but also spiritual civilization including the management,service and other aspects. China’s highway mileage are growing and material and culturalneeds of the people are Continuing to improve, which put forward higher request for highwayoperation and management. Highway management departments engaged in window servicework should fully implement the important thinking of the eighteenth session of the NationalPeople’s Congress, enhance the concept of development, innovate the model of development,strengthen the service quality and improve the level of highway operations management andservice quality.Firstly, by drawing on operations management and standardized management practicesof foreign freeway and quoting the theory of highway operation and standardizedmanagement, this paper Deepens the understanding to expressway operation and managementand analyzes the existing problems of highway development and operational management.Onthis basis, it analyzes the current conditions and necessity of standardized implementing inhighway operation and management, and show that our highway already has conditions toimplement standardized operation management, which provides the theoretical and practicalevidence for standardized management of the highway operator provides. Secondly, it putsforward design ideas and principles for standardized operation and management system ofhighway. Standardized system for operational management content includes five aspects:management fees, road administration, maintenance management, service management,mechanical and electrical management. Finally,taking Fujian province as an example,byintroducing existing highway operations and management there, we advice Fujian Province toimplement standardized operation and management, which helps to improve level of highwayoperations management and elaborate the content of standardized operation and managementsystem, then we can build up highway standardized operation and management system inFujian province. |
